Lowered Iron/Bronze Treasure Room Tinkering requirement for lockpicking from 45 to 40 for early game rooms

Generated Spellbooks now alternate between Magic skills when generating in Shops/Chests/Floor to assist variety

Controls:
'Hotbar Quickcast' is now an option under Controls, separate per player and keyboard/gamepad
Attempts to cast a spell without needing to Ready the spell first
Holding ALT while selecting a spell when enabled will instead Ready the spell to be cast using the default F/LB binding

Added a Controls option for "Mouse Events Limit" to limit the amount of mouse motion registered per game frame to avoid large camera swings

When set, if there is a abnormal stutter in-game it will process only up to the defined number of events and reduce disorientation caused by many queued motion events
At 60 FPS, typical 1000Hz mice will return 16-17 motion events (Set to around 18), 144 FPS 6-7 motion events (Set to the minimum of 10). Formula is approx 1000 / FPS.
Use command /debug_mouse_motion true and set the Controls setting to below Unlimited to check in-game the number of mouse movements captured, particularly for higher Hz mice as that will multiply the amount of events received compared to standard 1000Hz
